Add ability to push a component up the hierarchy in the index

UPDATE: It appears you can drag a component left or right to take it out of a wrapper or put it in.

If you have an index with a wrapper and sub components and you want to add something below the wrapper, Page Designer assumes you want it in the wrapper and there is no way to get it out. Right now I put the component at the top of the index so it doesn't go into anything, then I move it where I want it.

It would be nice to be able to just click on a component on the index and move it up the hierarchy since you can't place it where you want it in the first place.
